Peter Parker heard of the man. He considered Vlad a psychopath and said that Venom and Carnage where the biggest psychos next to him.
Background
While Vlad is a real historical figure, he is known to literary and comic book readers as Count Dracula, lord of vampires. It was Bram Stoker who was inspired by the figure to write the fictional version.
