Rusty Collins is a mutant.
Biography
Rusty was an orphan and was visited by Scott Summers.
He eventually came under the control of Purple Man's telepathic abilities. Purple Man wanted to use Rusty, Skids, Boom Boom, Rictor, and Wiz Kid to take over as governor. Scott came and saved the mutants by stopping Purple Man.

Rusty's voice actor is uncredited and unknown.
The first version outside the comics and currently the only animated version.
