In the comics, Hobgoblin came after Green Goblin. Green Goblin died after the death of Gwen Stacy and Hobgoblin found one of Norman's secret hiding places later. It was also an excuse to have a goblin villain without resurrecting anyone, though Norman did eventually reappear alive and well.
In original plans of the series Norman Osborn was supposed to become Hobgoblin, but this idea was scrapped by Stan Lee.
